MINUTES <br />CITY COUNCIL <br />APRIL 28, 1993 <br />developer coming in to follow. <br />DeLonais asked if the Comp Plan would show zoning <br />areas. <br />The Planner replied that it would not. <br />DeLonais suggested that perhaps the need was to review <br />the City's Zoning Ordinance, and determine if the uses <br />outlined in the various districts were what the City <br />wanted to see in those districts. DeLonais also <br />pointed out the many years he has served on the <br />Planning Commission, and noted that in that time he has <br />never referred to the Comp Plan. <br />The Planner agreed that the current Plan is not focused <br />enough to be a useful tool. <br />Scalze pointed out the redevelopment that has been done <br />by the City of Roseville, and also the fact that <br />Vadnais Heights has indicated that if development <br />proposals are not good, the City is better off without <br />any development. Scalze suggested that the City needed <br />to loolc at some planning goals. The City had a Comp <br />Plan and got complacent and then discovered that <br />development was going to other communities. As a <br />result, the City then formed an Economic Development <br />Committee. Scalze also pointed out that the City has a <br />Community Pride Committee which is an off-shoot of a <br />Chamber of Commerce meeting at which community pride <br />was discussed. This committee discusses ways to <br />upgrade the City, increase economic development and tax <br />base. The committee has worked on clean-up day, the <br />tree planting project, and discusses the need for <br />stronger efforts in code enforcement. <br />The City Planner pointed out that what means pride in <br />the community for one person, might mean something else <br />for another. The Planner indicated that the Comp Plan <br />updating process will define and solidify the City's <br />goals. <br />Scalze felt that the entire Planning Commission, City <br />Council and other interested citizens should be a part <br />of the process. <br />The Planner noted that after planning and goal setting <br />is done, then the land use plan would be addressed. <br />The updating processing will establish where the City <br />is today, where the City wants to be, and how to get <br />there. <br />Clete Busse suggested the need for citizen <br />Page 4 <br />
