MINUTES <br />CITY COUNCIL <br />MAY 12, 1993 <br />up a building. The City cannot require a building and <br />then expect Frattalone to move out of the site in a <br />year or two. <br />Frattalone indicated that his plans call for a 2,000 <br />square foot building with an office and weighing area. <br />Frattalone reported that he would have to develop the <br />plans and engineering for the building and would need <br />to move the stockpiles back. Therefore, it would not <br />be possible to build structure immediately, but in two <br />years. <br />Pedersen indicated that the building was not important <br />to him because he felt the building would lock the <br />City into the use. <br />Frattalone pointed out that the building could be used <br />for other than a recycling operation. Frattalone <br />reported that he had contemplated another building at <br />his 3066 Spruce Street site, but could construct it on <br />Country Drive instead. <br />Pedersen pointed out that the suggestion that a City <br />fee be charged would be an opportunity to generate some <br />revenue for the City as well as make the recycling <br />operation more acceptable. <br />LaValle felt a fee would be a form of taxation. <br />LaValle pointed out that a fee would be a way of making <br />up the difference in taxes collected on an improved <br />site versus unimproved site. <br />Frattalone stated that a fee would make his business <br />less competitive and felt it would be an unfair burden. <br />Pedersen pointed out that if the extension is not <br />granted, the cost would be greater to Mr. Frattalone. <br />Rocky Waite stated that he wanted to address the issue <br />of fairness. Waite reported that a number of years ago <br />a member of the Council cheated him out of a real <br />estate fee, and indicated that if he brought in a <br />proposal to the Council, he would get favorable <br />treatment. Waite indicated that he did not need <br />special treatment, but did bring in a property division <br />some time later and the Council did not approve the <br />division because of inadequate lot depth. <br />LaValle asked if these comments referred to members of <br />the present Counoil or a previous Council. <br />Waite replied that it was a previous Council.
