MINUTES <br />CITY COUNCIL <br />MAY 12, 1993 <br />Canada which he believed were substandard. These <br />properties include a home on Lakeshore and Australian, <br />the Marshal property on Little Canada Road, the Pizza <br />Hut and Burger King properties, the City garage, <br />properties in Ryan Industrial Park, etc. Waite pointed <br />out that the Counoil is discussing community pride, <br />when the City asked Frank Frattalone to do something, <br />he does it. Waite also felt that if the City charged <br />Frattalone a fee for his recycling operation, they <br />should charge the same fee to other businesses with <br />trucks coming in and out of the City. Waite indicated <br />that real estate people know that Little Canada is not <br />the place to do business, because the City Council is <br />so tough on business. Waite stated that he would <br />rather see the Frattalone recycling operation in the <br />City than the tar-paper shack on Lakeshore Avenue. <br />Morelan reported that since the last Council meeting, <br />he has received no complaints about the recycling <br />operation. Therefore, he talked to some people in the <br />City and received no strong negative comments and many <br />strong positive ones. Morelan felt the use was a <br />transitional one, and suggested that when the Comp Plan <br />is looked at perhaps the issue of continuing the use <br />should be considered. <br />Hanson reported that he has been all over the map on <br />this issue. Hanson reported that two members of the <br />Community Pride Committee have recently sold their <br />buildings in Ryan Industrial Park pointing out that <br />properties are still saleable even with the recycling <br />operation in existence. Hanson stated that he <br />appreciates the concerns of the Community Pride <br />Committee that something must be done to clean up Ryan <br />Industrial Park. Hanson also reported that the Public <br />Works Superintendent has indicated that Mr. Frattalone <br />has been a good neighbor, and that Public works takes <br />advantage of the recycling operation bring materials <br />there for processing. Hanson also reported that he <br />contacted other cities with recyclinq operations and <br />was informed that there have been no problems with <br />these uses in their cities. <br />Hanson asked if recycling will be as important or less <br />important in five years time. Hanson asked if the use <br />should be continued via an extension to the development <br />agreement or via a text amendment. Hanson also asked <br />how many acres of land it takes to run a profitable <br />recycling operation. Hanson stated that he is aware of <br />the comments that have been made that it is difficult <br />to do business in the City. Hanson pointed out that if <br />the City creates a business atmosphere, the City's tax <br />base may increase. <br />Page 12 <br />
