MINUTES
CITY COUNCIL
MAY 12, 1993
Boss reported that this was discussed with TCF and
reported that there was a formula figured out to
decrease rent based on the number of sessions.
Stellick reported that the intent was to cover the
out-of-pooket expenses for the additional sessions, so
effectively the rent would come down for sessions in
excess of 16.
Matson pointed out that a flat per session rate would
have to be determined for the State.
Morelan reported that it makes no difference to him
where the bingo hall is located, and stated that he
would have difficulty voting for a location with a
higher rent.
Matson asked if NSYA would be limited to one day at the
binqo hall, or if they would be approved for additional
days.
Scalze felt that a lot needed to take place to
determine if other charities are interested in nights
at the bingo hall.
LaValle asked what nights NSYA has at the Roseville
hall.
Matson reported that night are rotated, and he
suggested that a rotating schedule be kept in Little
Canada. Rotation of nights helps the organizations
stay in business.
Boss reported that when the Fire Department entered
into bingo in 1987, the equipment was owned by St.
Joe's and Little Canada Charity, and these
organizations allowed the Fire Department the use of
this equipment. Boss reported that the Fire Department
never had a problem with those two groups having more
nights of bingo since they were the pioneers of the
operation and owned and shared all the equipment. Boss
agreed, however, that a bingo operation must have a
rotating schedule.
Mike Fahey reported that on behalf of the
organizations, he had negotiated a deal with TCF for
moving the bingo hall over to the Market Place. When
the criminal indictments were made and the negative
publicity came out, TCF indicated that they wished to
hold off on the relocation at that time. However, TCF
has since indicated that they would be willing to
initiate discussions again. Fahey indicated that he
was not interested in leading those discussions, but
Page 9
