MINUTES <br />CITY COUNCIL <br />MAY 12, 1993 <br />perhaps the other charities were. Fahey also felt that <br />the Council should be involved in setting a rent <br />ceiling. <br />Scalze suggested that the organizations meet with both <br />TCF and Tom Short to develop rental packages, and bring <br />those back to the Council for review. It was noted <br />that the package previously negotiated with TCF was <br />$225 per session, all inclusive. <br />Morelan pointed out that the bingo hall license is up <br />for renewal at the next Council meeting. Morelan asked <br />if the City could issue a temporary license of perhaps <br />two months, rather than a full calendar year. <br />The City Attorney reported that the license is an <br />annual license issued by the State. The City only acts <br />on the approval process. <br />Matson reported that NSYA is interested in talking to <br />TCF, but would like to know its future in Little Canada <br />from the City's perspective. Matson also asked that <br />the rotating schedule be maintained. <br />Aanson stated that it does not appear there are a lot <br />of organizations beating down the door to get involved <br />in bingo in Little Canada. <br />Fahey suggested that if the Council encourages the <br />bingo hall to remain, there should be a rent limitation <br />since the organizations will not stay in business at <br />the $400 per session rent. Fahey suggested that rental <br />rates at pull-tab sites be considered as well. Fahey <br />pointed out that the original purpose, that is <br />fostering oommunity fund-raising, has dwindled, and <br />rental controls are needed since otherwise the <br />landlords will charge what the market will bear. <br />LaValle felt that under the current situation the <br />problem will solve itself since three of the four <br />organizations are out of compliance and will not get <br />renewal of their premise permits at the State level. <br />Fahey felt the organizatio»s are out of compliance <br />because they are operating at a rent level they cannot <br />afford. <br />LaValle stated that charitable gambling has benefited <br />all the citizens of Little Canada as well as generated <br />employment for a lot of people. However, the situation <br />is deteriorating. LaValle suggested that if it is <br />salvageable, let's do it. <br />Page 10 <br />
