MINUTE5 <br />CITY COUNCIL <br />MAY 12, 1993 <br />Matson stated that the organizations all know that over <br />the long haul they will not survive at the $368 per <br />session rent being charged at the LCBH. <br />Mary Ann O'Kane asked if there were enough charities to <br />run bingo. Jim Stelliok reported that the rental <br />agreement negotiated with TCF was contingent upon a <br />7-night bingo operation. <br />Matson felt that a 7-night operation was very important <br />for the success of the hall. <br />LaValle felt that the current bingo hall was too large. <br />LaValle also felt that any rent negotiated with either <br />site should be an all inclusive rent. LaValle also <br />pointed out that there are a lot of rumors about <br />organizations and salaries being paid. LaValle pointed <br />out that the membership's of the organizations approve <br />compensation packages, and stated that he did not want <br />to get involved in salary issues. LaValle asked if <br />there was a rent restriction in the City of Roseville. <br />Matson replied that there is only the State <br />restriction. <br />LaValle felt that if the City limitation of only one <br />bingo hall continues, then the City should be involved <br />in rent restriction. The City is creating a monopoly <br />by limiting bingo hall licenses to one. <br />Scalze suggested that for the next meeting the Council <br />be presented with rent proposals from both sites as <br />well as statements of intent from the local charities <br />currently operating at the bingo hall, those that just <br />left the hall, as well as other organizations within <br />the City such as Canadian Days. Scalze felt that the <br />City should try to help the bingo hall stay open and <br />working. <br />0'Kane pointed out that there may not be enough City <br />organizations to run the hall seven days per week, and <br />asked if the City would consider outside organizations. <br />Scalze replied that she is not convinced that there are <br />not enough City organizations out there to keep the <br />hall going. <br />O'Kane asked the status of NSYA and Lake Owasso. <br />Scalze replied that NSYA is grandfathered in and Lake <br />Owasso does not have a premise permit. <br />Boss reported that the Little Canada Fire Department <br />Page 7 <br />
