MINUTES <br />CITY COUNCIL <br />MAY 26, 1993 <br />Matson also reported that effective June 1st there is a <br />new rotation schedule in place at the Little Canada <br />Bingo Hall that rotates weekends during the month, <br />rather than rotating days on a monthly basis. Matson <br />reported that this rotation schedule could be worked <br />out whether there are 3 or 4 organizations operating. <br />Scalze stated that she thought there would be more on <br />the table tonight pointing out that the discussion has <br />not changed from what it was 8 days ago. <br />Matson reported that he was waiting to hear from TCF <br />and Mover's Warehouse. If both landlords are serious, <br />the issue should be addressed with lease proposals. <br />Scalze pointed out that this evening the Council had <br />hoped to see some written proposals that it could react <br />to. <br />LaValle indicated that he personally did not want to <br />get involved in dealing with landlords on rental <br />amounts. However, since the City limits the number of <br />bingo hall licenses to one, perhaps it should limit the <br />size of the bingo hall, thus limiting rent as set by <br />State 5tatute. If a landlord has additional space he <br />wants to let the organizations have at no extra charge, <br />that's fine. LaValle also indicated that he would only <br />support a lease agreement that was all inclusive. <br />Short suggested it would be practical for the City to <br />specify what should be included in the rental amount. <br />Scalze reported that the Council wants to see a <br />statement of intent between the organizations and <br />landlord. In order for the Council to act on the bingo <br />hall license renewal, there must be more complete <br />information. Scalze indicated that the City is eager <br />to assist in one bingo hall no matter where it is to <br />the maximum benefit of the charities. Scalze pointed <br />out that the City's ordinance says one bingo hall. <br />Scalze felt that if the City is involved in charitable <br />gambling, it should be to the benefit or our local <br />citizens, otherwise she would not be in support of it. <br />Scalze pointed out that charitable gambling has been an <br />emotional drain on the City, and unless that benefit is <br />there for the citizens, it is not worth it. <br />Short again asked the Council to determine what the <br />landlords should provide as part of the rental <br />agreement. Short wanted to be sure that any rental <br />proposals were apples-to-apples comparisons. <br />Page 3 <br />
