MINUTES <br />CITY COUNCIL <br />MAY 26, 1993 <br />Scalze felt it was up to the landlords to put the <br />rental agreements together. <br />Matson pointed out that if the Mover's Warehouse bingo <br />hall license is not going to be approved, TCF needs to <br />get an application into the State for a bingo hall <br />license as soon as possible, so there is no down time. <br />Matson also pointed out that it will take 8 weeks for <br />the organizations to get their licenses transferred to <br />a new site. <br />LaValle agreed that the matter needed to be expedited, <br />however, indicated that he would not be influenced to <br />act on the matter without all the necessary information <br />just because the bingo hall might have to close for 30 <br />to 60 days. <br />Scalze agreed. <br />LaValle pointed out that the Arden Hills' bingo hall <br />closed for 30 days and their crowds are right back to <br />where they were. <br />David Slipy, Mover's Warehouse, reported that he had no <br />problem with the organizations being interested in <br />finding the lowest possible rent they can find. <br />However, Slipy felt that at the same time an inordinate <br />amount of attention is being paid to rent to the <br />exclusion of other costs involved in playing bingo. <br />Slipy pointed out the charts presented previously by <br />Fred Clasen regarding management of overhead costs by <br />the various organizations. <br />LaValle replied that Mr. Clasen's information has <br />already been discussed and rebutted by the Fire <br />Department. The issue before the Council is renewal of <br />a bingo hall license, and the fact that the City only <br />issues one bingo hall license. <br />Slipy suggested that if the organizations are saying a <br />rental rate of $368 per session imposes restrictions on <br />them making it impossible to run a viable business, <br />then perhaps other costs should be looked at as well. <br />Scalze agreed that perhaps other costs should be looked <br />at and reported that the Council has had requests to do <br />so. <br />Slipy reported that Mover's Warehouse has been <br />forthcoming with its costs, and reported that the $368 <br />rent would be affordable if there were 200 or 250 <br />people playing bingo in the hall.
