MINUTES <br />CITY COUNCIL <br />MAY 26, 1993 <br />but did not want the City to drive the cost down to the <br />point where Mover's Warehouse could not make a return <br />on its investment. <br />Boss reported that the Clasen presentation was <br />inaccurate, and the Fire Department came back and <br />showed its figures. Boss reported that the Fire <br />Department was not administratively heavy and had been <br />cutting administrative and labor costs as well as <br />others. The Fire Department could not handle an <br />increase in rent from $328 per session to $400. <br />Slipy pointed out the charges that have been filed <br />against individuals from two of the organizations as <br />well as the accountant for those organizations. Slipy <br />again indicated that rent should not be the only issue <br />looked at to the exclusion of other costs. <br />Boss agreed, but pointed out that in the case of the <br />Fire Department rent needed to be looked at because it <br />was a large expense. Boss also reported that the <br />membership of the Fire Department is no longer <br />interested in being involved in bingo. Boss also <br />pointed out that this situation would not be as it is <br />today, if the Fire Department had been able to <br />negotiate at a business level with the landlord at the <br />Little Canada Bingo Hall. Boss suggested that along <br />with the rent issue, attention needs to be paid to the <br />repairs and upkeep necessary at the bingo hall, as well <br />as the fact that the present hall is too large. Boss <br />also reported that when negotiations were proceeding <br />with the Market Place, there was a consensus with the <br />owner of the Market Place, that the organizations would <br />get a percentage of the revenue from the concessions at <br />the bingo hall since it is the bingo operation that is <br />bringing the customers into the hall. <br />Tom Short reported that the base rent at the Little <br />Canada Bingo Hall o£ $9.13 per square foot, which has <br />been effect since 1986, has never been increased. What <br />has increased is the cost of services, such as taxes, <br />cleaning, additional storage space, utility bills, etc. <br />Short reported that the bingo managers set the base <br />rent of $9.13 per square foot to begin with. <br />Matson reported that NSYA's rent at the Little Canada <br />Bingo Hall has come down a few dollars to $368 per <br />session, but that decrease is not significant enough to <br />make the operation successful. Matson pointed out that <br />if rent at the Market Place is $225 per session, NSYA <br />would be very interested in pursuing that site. If the <br />$225 per session is an all inclusive rent, Matson felt <br />that would be the direction NSYA would go. And if the <br />Page 5 <br />
