A reclamation project would involve grinding <br />up the existing street, using that material as base and <br />laying a new mat. It will be possible to get a better <br />grade on the street resulting in a longer life. The <br />Engineer explained that the only storm sewer proposed <br />in the project involves the placement of catch basins <br />and storm sewer adjacent to the Comfort Bus property to <br />the Lake Owasso basin. <br />Paul Behr, 190 Ryan Lane, asked if the streets would <br />still be 5-ton streets after the project is completed <br />or if the streets would be improved to 9-ton standards. <br />The City Engineer reported that it would take a <br />$700,000 to $800,000 project to reconstruct the roads <br />to 9-ton standards, which the property owners have <br />indicated is not affordable. The Engineer pointed out <br />that there is ash material in the Park. The ground <br />bituminous will be regraded into the ash material with <br />a cap of Class V on top and a 3 1/2 inch bituminous mat <br />on top of that. The project does not involve <br />addressing the subsurface. <br />Behr asked what road limits would be posted in the <br />spring, indicating that 5-ton road limits are difficult <br />to live with. <br />The City Engineer again pointed out that reconstruction <br />to a 9-ton road would be cost prohibitive. <br />Behr asked if the road could be upgraded to 9-ton <br />standards from Spruce to Ryan Lane. <br />The City Engineer reported that Mr. Frattalone is <br />concerned about the roadway adjacent to his property <br />getting beat up. The Engineer pointed out that the <br />nature of the project being discussed is a matter of <br />economics, and the property owners felt that on an <br />annual cost basis the type of project being proposed <br />was best for the area. <br />Behr asked if the roads in the park would be posted <br />with 5-ton limits in the spring. <br />The Administrator pointed out that this issue was <br />addressed in the documents submitted to the property <br />owners, and 5-ton road limits in the spring was one of <br />the concessions that the property owners agreed to. <br />The big concern is that the streets need improvement, <br />but the improvements must be affordable.
