MINUTES <br />CITY COUNCIL <br />MAY 26, 1993 <br />requested a higher road section, the property owners <br />would be responsible for 100% of the cost of the <br />upgrade. The Administrator pointed out that a key <br />factor in the project is the $250,000 project maximum <br />that was negotiated by all the parties involved. <br />Frattalone asked if the reclamation project would go <br />past his property. <br />The City Engineer replied that the project will begin <br />about 50 feet back from where the concrete curb <br />begins. The first 50 feet of the road that is curbed <br />is cracked and beat up and the project will be blended <br />in with the better portion of the road. The Engineer <br />reported that the improvement will run up to Country <br />Drive going east on Ryan Drive. <br />Frattalone reported that there is a 68 foot section of <br />road right-of-way in the area. Frattalone believed <br />that Art Ryan dedicated an additional 8 feet of road <br />right-of-way to the City in addition to the standard 60 <br />feet. Frattalone indicated that he would like to get <br />that 8 feet back, pointing out that it would fit with <br />his property and would get land back on the tax rolls. <br />The City Administrator reported that the City would <br />have to research that issue and determine whether or <br />not it was possible to vacate that 8 foot section of <br />right-of-way. <br />Frattalone stated that he would like the City to look <br />into the issue further. Frattalone also pointed out <br />that he would like the ditch alonq his property <br />eliminated and Ryan Drive reqraded to that it drains to <br />Country Drive. <br />The City Engineer replied that he would prefer the <br />ditch to remain since it drains the subgrade of the <br />roadway. <br />Frattalone pointed out that if the City wants the area <br />to develop, it is not preferable to have a ditch. <br />The City Engineer suggested that he meet with Mr. <br />Frattalone to discuss and try to work with him on the <br />issue. The Engineer pointed out that he would prefer <br />to see more ditch on the north side of the roadway in <br />addition to the ditch on the south. <br />Frattalone stated that he would prefer to see the more <br />expensive road section adjacent to his property. <br />Frattalone stated that he was willing to pay his share <br />of the cost of the better road section, although the <br />Page 4 <br />
