MINUTES <br />CITY COUNCIL <br />MAY 26, 1993 <br />property owner on the north side of the street was not. <br />Frattalone suggested that the City at least grade the <br />street properly so that it will drain without using a <br />ditch. <br />The Engineer again suggested that he meet with <br />Frattalone to discuss the matter in more detail. <br />The City Administrator pointed out the letters of <br />intent indicating that an upgraded project would be at <br />the total cost of the requesting party. If Mr. <br />Frattalone is willing to bear that cost, it would be <br />feasible to upgrade the road section adjacent to his <br />property. <br />Frattalone stated that the problem he has is that he <br />owns only one side of the street, and he does not want <br />to force additional cost on the property owner on the <br />other side. <br />LaValle asked why the project was not going all the way <br />to South Owasso. <br />The Engineer replied that the City investigated a patch <br />and overlay with the property owners in that area, and <br />it was their choice to do the project on their own and <br />not include it in the City's project. <br />Frattalone agreed that he could overlay his section of <br />roadway near South Owasso at a lesser cost than the <br />City and reported that he is working with his neighbors <br />to work out the cost-sharing arrangement for that. He <br />pointed out that the City Administrator informed him <br />that the City would not participate in the cost of an <br />overlay project. <br />The Engineer stated that he would like to see six feet <br />milled adjacent to the curb line for that section of <br />the road and blended back. <br />Frattalone suqgested that the crown on the street be <br />upgraded and 4 feet milled along the curb line. <br />There was no one else from the general public present <br />wishing to comment. <br />Upon motion by Morelan, seconded by Scalze, the public <br />hearing was closed. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-5-139 - ORDERING THE IMPROVEMENT NO. <br />91-11, RYAN INDUSTRIAL PARK, AND INSTRUCTING THE CITY <br />ENGINEER TO PREPARE PLANS AND SPECIFICATIONS FOR THE <br />PROJECT <br />Page 5 <br />
