MINUTES <br />CITY COUNCIL <br />JUNE 8, 1993 <br />leases, if the license would lapse because it was not <br />being used. <br />The City Attorney replied that once the license is <br />issued, the City would have to revoke it in order to <br />issue it to another property owner prior to its <br />lapsing. The Attorney suggested that a complete <br />package should be submitted to the Council for <br />consideration from someone as soon as possible. <br />Pedersen pointed out that basically there are no new <br />players as far as the charities are concerned, <br />therefore, asked what the question was. <br />The City Attorney stated that the question is that TCF <br />is saying that it possibly has four tenants for a bingo <br />hall at the Market Place Shopping Center. TCF has also <br />indicated that if the City only approves three tenants, <br />it will not commit to operating the bingo hall with <br />less than four tenants. <br />Pedersen felt that the Council should act on the issue <br />of which organizations are acceptable, so that TCF can <br />get on with their decision. <br />Morelan pointed out that based on past practice, the <br />bingo hall license could be amended at a later date to <br />add additional organizations, which would result in a <br />change in the rotation schedule. <br />Krogman pointed out that if the hall opens with three <br />organizations, and two are shut down, one organization <br />will not be able to pay the rent listed in the lease <br />agreement. TCF would like to mitigate that possibility <br />by signing lease agreements with four organizations. <br />TCF has four charities interested who are in basic <br />agreement with the leases. <br />Scalze asked if the charities have agreed to the <br />rotation schedule previously outlined by Krogman. <br />Krogman replied that there is basic agreement, but <br />pointed out that there is a lot of emotion involved on <br />whether an orqanization operates for two or three <br />nights and even about who the organizations are willing <br />to operate in the hall. <br />Scalze pointed out that in the past the Council has <br />made the decision on how many nights charities will be <br />allowed to operate. <br />Krogman reported that there is general agreement on the <br />rotation schedule, as well as rent and construction <br />Page 10 <br />
