However, TCF has the concern of opening a hall <br />only three charities in the event that two are shut <br />down. <br />Scalze asked the status of Canadian Days' interest. <br />Krogman reported that he does not have a signed letter <br />of intent from Canadian Days. <br />Mary Ann O'Kane reported that the majority of the <br />Canadian Days membership was afraid of getting involved <br />in gambling at this time, and they are taking a wait <br />and see attitude. <br />Pedersen pointed out that three of the four charities <br />that TCF is working with already have gambling <br />operations in the City. The fourth organization is <br />Lake Owasso. Pedersen asked why there was hesitation <br />to support Lake Owasso and whether Council Members were <br />holding out for another organization to step forward. <br />Morelan pointed out that perhaps Lake Owasso doesn't <br />qualify under the City's ordinance indicating that this <br />issue has not been satisfactorily researched. <br />Hanson pointed out that both Lake Owasso and N5YA were <br />grandfathered in at the time the City adopted its <br />gambling ordinance. <br />Pedersen felt that nothing has been accomplished on <br />this issue in the past six months. <br />LaValle pointed out that the bingo license application <br />was only just submitted by TCF on May 28, 1993, or 11 <br />days ago. LaValle also pointed out that the <br />application does not include signed lease agreements. <br />There is also the question of whether or not Lake <br />Owasso meets the City's ordinance requirements as well <br />as other questions. Three of the charities that TCF is <br />negotiating with are acceptable, however, signed lease <br />agreements are needed with those charities. LaValle <br />also pointed out that TCF will have to decide if they <br />will proceed if only three charities receive premise <br />permit approval since TCF has indicated the need for <br />four charities. <br />The Administrator pointed out that another issue is the <br />rotation schedule and the Council's desire for input <br />into that schedule. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />Page 11 <br />
