MINUTES <br />CITY COUNCIL <br />JUNE 8, 1993 <br />The City Administrator pointed out that the project as <br />proposed was developed after considerable discussion <br />and negotiation, and pointed out the consent of the <br />property owners involved by signatures on Waivers of <br />Right to Appeal Assessments. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-6-169 - APPROVING THE RYAN INDUSTRIAL <br />PARK IMPROVEMENT DOCUMENT5 WHICH INCLUDE DECLARATION OF <br />COVENANTS AND AGREEMENT AND RELEASE, AND AUTHORIZING <br />THE MAYOR AND CITY ADMINISTRATOR TO EXECUTE TAESE <br />DOCUMENTS ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />PLANS & The City Administrator reported that preliminary plans <br />SPECS and specifications for the Ryan Industrial Park <br />RYAN IND. Improvement, Imp. No. 91-11, have been reviewed with <br />PARK staff and Mr. Art Ryan. These plans are acceptable to <br />IMPROVEMENT both staff and Mr. Ryan, and the Administrator felt <br />that the project proposed by the City Engineer is <br />superior to the patch and overlay proposed a year ago. <br />Morelan pointed out that Mr. Frattalone had indicated <br />that he would like a different type of project adjacent <br />to his property, and asked if this had been pursued <br />with Mr. Frattalone. <br />The City Administrator reported that the upgraded <br />project would be at 100% cost to Mr. Frattalone, and <br />the Administrator indicated that he was of the <br />impression that on that basis, Mr. Frattalone did not <br />want to pursue the upgrade. <br />Morelan asked if Frattalone would want to pursue the <br />upgrade, if it could be handled as a change order to <br />the project. <br />The Administrator indicated that the upgrade would be <br />very costly, and did not believe it could be addressed <br />as a change order. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-6-170 - APPROVING PLANS AND <br />SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR <br />RYAN INDUSTRIAL PARK IMPROVEMENT N0. 91-11 <br />Page 15 <br />
