MINUTES <br />CITY COUNCIL <br />JUNE 8, 1993 <br />The foregoing resolution was duly seconded by Hanson. <br />Ayes (5) Scalze, Hanson, Pedersen, Morelan, LaValle. <br />Nays (0). Resolution declared adopted. <br />LITTLE The City Administrator reported that Ramsey County is <br />CANADA proposinq a cold-in-place overlay of Little Canada Road <br />ROAD from McMenemy Street to Edgerton. The Administrator <br />IMPROVEMENT pointed out that there are some drainage problems in <br /> this same area which need to be addressed, and it was <br /> felt that they should be handled prior to the overlay <br /> project. Estimated cost of the drainage work is <br /> $30,000 of which the County has agreed to pay a third. <br /> The Administrator pointed out that in 1990 the City <br /> approved a final plat for the Green Value Addition, and <br /> that approval was conditioned upon the developer paying <br /> for storm sewer work to handle the drainage from this <br /> plat, with the City to pay for any oversizing costs. <br /> It is estimated that Green Value Addition's share of <br /> the storm sewer work proposed would be $16,670 and the <br /> City's share $3,400. <br />The City Administrator reported that after discussing <br />this matter with the City Attorney, it is felt that <br />staff needs to negotiate this matter with the Green <br />Value property owners and enter into a development <br />agreement with them addressing the storm sewer issue. <br />If the Green Value property owners are not agreeable to <br />entering into the development agreement, the City <br />should be prepared to hold an improvement hearing on <br />the storm sewer so that the City could assess the cost <br />against the Green Value property. <br />The Administrator reported that the County hoped to <br />begin the overlay project in the next couple of weeks. <br />However, if the storm sewer work needs to be addressed <br />at an improvement hearing, the overlay project will <br />probably have to be moved back a year. <br />Scalze asked if the Council was considering widening <br />the shoulder on the south side of Little Canada Road. <br />The Administrator reported that the County indicated <br />that they thought the road was full width. <br />Scalze pointed out that the other portion of Little <br />Canada Road has a widened shoulder. <br />The City Administrator indicated that he discuss the <br />issue with the County. If the shoulder is paved, a <br />portion of the cost would be passed on to the City <br />similar to other County shoulder paving projects that <br />were done in the last few years. <br />Page 16 <br />
