MINUTES <br />CITY COUNCIL <br />JUNE 8, 1993 <br />rate by an average of 19.60, or 14% increase for winter <br />usage and a 24o increase for summer usage. The higher <br />increase for summer rates is an attempt by St. Paul to <br />encourage water conservation. The Administrator <br />pointed out the the City increased its water rates by 8 <br />1/4% for winter usage to offset the 14% increase by St. <br />Paul. <br />The Administrator reported that the Council now needs <br />to address the summer rate in order to pass on the 24% <br />increase in that rate from St. Paul. The Administrator <br />reported that an increase to $1.77 per thousand gallons <br />would cover the increase from St. Paul for summer <br />usage. The other option would be to adopt a blended <br />rate for winter and summer usage. A blended rate of <br />$1.74 per thousand gallons would cover the St. Paul <br />increase. The Administrator also reported that the <br />Council would need to increase its water availability <br />charge from $12.00 per quarter to $13.32. <br />The Administrator reported that the City Engineer is <br />studying the option of a City well system, and this <br />information may be useful in negotiating with the City <br />of St. Paul in an attempt to get a rate reduction. The <br />Administrator reported that once he obtains some <br />additional information on this option, he will contact <br />St. Paul to commence discussions. The Administrator <br />anticipated discussions would begin before the end of <br />the summer. <br />Scalze suggested that a summer rate and a winter rate <br />might be more confusing than a blended rate. <br />Morelan felt the rate should be different for summer <br />and winter usage, pointing out that those residents who <br />may not water their yards much or may be gone for a <br />good portion of the summer should not subsidize <br />residents who use a great deal of water year round. <br />Morelan felt the two rates were more equitable. <br />The City Administrator reported that rate increases <br />would be publicized in the City's newsletter, on Cable <br />TV and the City's monthly Cable show, and with a notice <br />on the utility bill itself. <br />LaValle suqqested that any notices include a statment <br />that the rate increases are only a pass through of <br />increases that are being charged by the City of St. <br />Paul. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />Page 18 <br />
