MINUTES <br />CITY COUNCIL <br />JUNE 8, 1993 <br />premise permits, if necessary. <br />Morelan pointed out that the Council has the issue of <br />the bingo hall license and lease agreements before it, <br />and should it be the consensus to approve a bingo hall <br />license for the Market Place Shopping Center, the <br />Council would also have to act on new premise permits <br />for the organizations. Morelan asked the order of <br />approval that is required of the Council. <br />The City Attorney assumed that an application for <br />premise permit would be required by the State should <br />the organizations wish to relocate to another site. <br />Matson reported that his understanding of the process <br />is that an application for a bingo hall license must be <br />accompanied by signed lease agreements. Matson felt <br />that the next step would be for the Council to approve <br />premise permit applications for the particular <br />location, and all these documents would have to be <br />submitted to the State Gambling Control Board along <br />with the Council's approval as a total package. <br />The City Administrator also pointed out that the <br />rotation schedule is included in both the bingo hall <br />license application and premise permit applications, <br />both of which require Council approval. The <br />Administrator was not sure, however, that the Council <br />actually acted on the rotation schedule as a separate <br />matter, but rather as part of the bingo hall and <br />premise permit applications. <br />Scalze pointed out that someone must determine the <br />rotation schedule, and was not sure when the Council <br />would do this. <br />The City Administrator pointed out that instructions <br />were given to TCF to get leases with the various <br />organizations contingent upon Council approval. The <br />Administrator suggested that the Council would finalize <br />the occasion list at the same time premise permits are <br />acted upon. <br />Scalze pointed out that when an application is <br />submitted to the State it must be accompanied by an <br />occasion list. <br />Krogman reported that the leases proposed by TCF are <br />contingent upon 825 bingo sessions per year. Included <br />with the leases is a schedule of the number of sessions <br />for each organization. <br />Page 6 <br />
