MINUTES <br />CITY COUNCIL <br />JUNE 8~ 1993 <br />premise permit a new organization would have to go <br />through a stringent review process so that the City was <br />assured that the organization was a viable charity. <br />LaValle agreed and felt that rather than having a <br />charity negotiate a lease, it should first be <br />determined whether or not the charity would qualify <br />under the City's ordinance, and whether it was a <br />charitable organization that the City Council would <br />support for a premise permit to operate charitable <br />gambling within the City. <br />Hanson felt it would be up to the bingo hall landlord <br />to find qualified tenants for their space. <br />Krogman reported that TCF would like to see approval <br />for four charities. Krogman also commented that it <br />appears that the Council is unsure about one of the <br />charities being considered, that is, Lake Owasso. <br />Krogman pointed out that it is possible to operate a <br />bingo hall with three charities, however, a fourth <br />would provide a cushion should licenses for two of the <br />charities not be renewed. Krogman felt that the matter <br />could be expedited if the Council would tell him <br />whether or not Lake Owasso is considered acceptable for <br />a premise permit. <br />Hanson reported that he would have no problem <br />supporting a premise permit for Lake Owasso. <br />LaValle was not sure whether Lake Owasso met the <br />conditions of the City's ordinance, and reported that <br />he had some questions he would like answered before he <br />could comment on their acceptability. <br />LaValle reported that he would like this matter handled <br />correctly so that it does not come up again in the next <br />year or two. LaValle indicated that if that meant <br />there would be no bingo within the City of Little <br />Canada for a month or two, that was fine. LaValle <br />indicated that he rather not make a mistake on this <br />matter. <br />Morelan agreed, but felt that the City should do <br />whatever it can to expedite the matter, and felt a <br />special meeting or workshop might be appropriate. <br />Morelan indicated that he was unclear on what the next <br />step should be, but indicated that it sounds like <br />signed leases would be next, and if the Council could <br />give a charity the added benefit of knowing how it felt <br />about a premise permit for the particular organization, <br />that would be good. <br />Page 8 <br />
