MINUTES <br />CITY COUNCIL <br />JUNE 15, 1993 <br />Hanson pointed out that the Council has before it a <br />memo received today from an attorney indicating that <br />the Lions Club, Humane Society and TSE Inc. are <br />interested in operating bingo within the City. Hanson <br />pointed out that in order to qualify under the City's <br />ordinance, an organization must be a 501C3 and have a <br />Little Canada address for the past three years. Hanson <br />did not believe that any of the three organizations met <br />the address requirement. <br />Morelan asked why the three organizations have not <br />submitted premise permit applications or at least <br />letters of interest rather than making the Council <br />aware of their interest through a letter from an <br />attorney who the City does not even know who that <br />attorney represents. <br />LaValle asked if the MKP lease provides for a tenant to <br />give up one of their particular nights of operation <br />should another Little Canada charity show an interest. <br />The City Attorney reported that he has not reviewed the <br />lease, but would assume that the lease would have to be <br />amended to include that. The Attorney reported that as <br />a third party the City cannot amend the lease without <br />agreement of the parties. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-6-175 - DETERMINING A PREMISE PERMIT <br />ROTATION SCHEDULE BASED ON INFORMATION THAT THE COUNCIL <br />HAS WHICH WOULD ALLO LITTLE CANADA CAARITY PLUS, INC. <br />TWO DAYS OF BINGO, ST. JOSEPH'S SOCIETY FOR CHARITY, <br />INC. WITH THREE DAYS BASED ON A LETTER RECEIVED FROM <br />ST. JOE'S INDICATING THAT THEY ARE CURRENTLY OPERATING <br />TAREE DAYS AND WOULD HOLD THE THIRD DAY OPEN FOR A <br />LITTLE CANADA CHARITY THAT MIGHT REQUEST IT IN THE <br />FUTURE, AND ALLOCATING THE REMAINING TWO DAY5 TO TWO <br />NON-CONFORMING, NON-LOCAL CHARITIES AS DETERMINED BY <br />THE HALL NOTING THAT THIS ALLOCATION WILL NOT INCREASE <br />THE NON-CONFORMITY OR DECREASE THE NUMBER OF DAYS <br />ALLOCATED TO LOCAL CHARITIES WITH LOCAL ADDRESSES BASED <br />ON THE PREVIOUS ROTATION SCHEDULE THAT WAS APPROVED SY <br />THE COUNCIL FOR THE LITTLE CANADA BINGO HALL <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (2) Scalze, LaValle. <br />Nays (3) Pedersen, Hanson, Morelan. Resolution denied. <br />Mrs. Scalze moved tabling action on the premise permit <br />applications before the Council until the City Attorney <br />has had an opportunity to examine the lease agreements <br />Page 11 <br />
