MINUTES <br />CITY COUNCIL <br />JUNE 15, 1993 <br />operating at the Little Canada Bingo Hall for the past <br />few weeks. The Lake Owasso license is somewhat in <br />question, and the City has some correspondence from the <br />Gambling Control Board and Lake Owasso on the matter <br />which the Council may want the City Attorney to review. <br />The City Attorney stated that the exact status of Lake <br />Owasso's license could be verified with the Gambling <br />Control Board. <br />Hanson pointed out that issuance or renewal of a bingo <br />hall license is contingent upon the applicant having <br />signed lease agreements with charitable organizations. <br />The City Attorney stated that without evidence of a <br />lease the City would not know who the tenants would <br />be. If that is a concern, the Council should verify <br />tenants. <br />Jim Stellick, representing The Market Place Shopping <br />Center, submitted siqned lease agreements with St. <br />Joseph's Society for Charity, Inc., Little Canada <br />Charity Plus, Inc., North Suburban Youth Association, <br />and Lake Owasso Residence Volunteer Council for bingo <br />hall space at The Market Place Shopping Center. <br />Scalze asked if the leases should be reviewed prior to <br />taking any other action. <br />The City Attorney stated that the lease agreements <br />submitted indicate that there are four tenants for the <br />operation of a bingo hall at The Market Place Shopping <br />Center. <br />Hanson asked whether the next step for the Council <br />would be to take action on the premise permits. Hanson <br />pointed out that the City's ordinance only permits one <br />bingo hall in the City. Hanson asked if the Council <br />should determine the location of that hall prior to <br />taking action on the premise permit applications <br />submitted by the four organizations mentioned earlier. <br />The City Attorney suggested that the Council first <br />consider the rotation schedule since this is a very <br />important consideration for the four organizations. <br />Stellick pointed out that the signed leases he <br />Page 2 <br />
