MINUTES <br />CITY COUNCIL <br />JUNE 15, 1993 <br />submitted for the four organizations each have a <br />rotation schedule attached. <br />Lois Blomberg, St. Joseph's Society, reported that the <br />indications at the meetings with TCF were that the <br />rotation schedule could be changed at any time. <br />Scalze pointed out that the rotation schedule is <br />subject to Council approval. <br />Stellick reported that the leases submitted provide for <br />Lake Owasso to have one day of bingo per week, while <br />St. Joe's, Little Canada Charity, and NSYA would each <br />have two days. All organizations would rotate the <br />particular days of the week they operate. <br />Morelan asked if there were two bingo sessions per day <br />except on Thursdays and Fridays when there are three. <br />Stellick replied that that was correct. <br />Scalze felt that a rotation schedule should be adopted <br />by the Council giving St. Joe's three days per week due <br />to their indication that they would reserve one day for <br />another Little Canada organization which might chose to <br />get involved in bingo, giving two days per week to <br />Little Canada Charity Plus, and giving one day per week <br />to each of the two non-conforming, non-local <br />organizations who have expressed interest. Scalze felt <br />that the allocation of two days for non-conforming, <br />non-local organizations would remain constant with how <br />the bingo hall has operated in the past, thus neither <br />increasinq nor decreasing the non-conformity. <br />Stellick felt that if a different rotation schedule <br />were approved from what has been submitted with the <br />leases, there were no valid leases. <br />Scalze pointed out that at the June 8th meeting, the <br />City Council indicated that it would determine a <br />rotation schedule. Scalze pointed out that leases have <br />been submitted for four organizations, and the rotation <br />schedule which she is proposing allows up to and <br />including four organizations. Scalze again pointed out <br />that leases and rotation schedule are subject to <br />Council approval. <br />Dale Marsten, representing NSYA, reported that NSYA has <br />signed a lease based on approval of its membership. If <br />the lease changes, that lease would not have membership <br />approval. <br />Scalze pointed out that tonight's special meeting was <br />Page 3 <br />
