MINUTES <br />CITY COUNCIL <br />JUNE 15, 1993 <br />called for the purpose of reviewing premise permits, <br />rotation schedule and hall license. <br />Pedersen suggested that the first order of business may <br />be to determine the location of the bingo hall. <br />Chris Schmidt, NSYA, pointed out that there could not <br />be a hall if there are no tenants. <br />Pedersen felt that the City's establishment of a <br />rotation schedule was micro-management. <br />Scalze disagreed. <br />LaValle asked Lake Owasso Residence Volunteer Council <br />if it had in its possession the money that was <br />originally given to Ramsey County for the construction <br />of group homes on the Lake Owasso site. <br />Jan Thul, Lake Owasso Residence Volunteer Council, <br />replied that that money was returned to their group by <br />Ramsey County, which in turn gave it to another <br />organization by the name of Lake Owasso, Inc. Lake <br />Owasso, Inc. is a non-profit organization made up <br />primarily of parents of Lake Owasso residents and their <br />goal is to build group homes on the Lake Owasso site. <br />LaValle asked about the possibility that group homes <br />are not built. <br />Thul replied that the money was donated for the <br />specific purpose of building qroup homes. The money <br />was initially donated to the County for this purpose, <br />and when the County decided not to build the homes, the <br />money was returned. Thul reported that Lake Owasso, <br />Inc. is a non-profit 501C3 which is not affiliated with <br />the Lake Owasso Residence Volunteer Council. Lake <br />Owasso, Inc. is just in the beginning stages of <br />planning and attempting to raise additional monies for <br />the group home project. <br />Morelan asked for some specific details. <br />Thus reported that there are 64 residents of the Lake <br />Owasso Home. It now appears that the State will not be <br />able to close the Lake Owasso Home as fast as it wanted <br />to, and this delay is giving Lake Owasso, Inc. more <br />time to plan and look around for another site. Thul <br />reported that there are legal stipulations for how <br />close groups homes can be, but these stipulations are <br />being challenged in court and could change. <br />LaValle asked about the care the residents require. <br />Page 4 <br />
