MINUTES <br />CITY COUNCIL <br />JUNE 15, 1993 <br />Thul reported that due to the care required for the <br />residents of Lake Owasso, these people would not fit <br />the standard neighborhood group home. This is the <br />reason that Lake Owasso Volunteer Council would like to <br />see the residents in a facility where there is more <br />supervision and more nursing care. <br />Scalze asked who determines where the Lake Owasso <br />residents would go. <br />Thul reported that it is now politically correct to <br />move these people into group homes, however, the <br />majority of Lake Owasso residents could not make it in <br />a group home due to the care they require. <br />Scalze asked who would fund the facility for these <br />residents if Lake Owasso Residence Volunteer Council <br />did not. <br />Thul reported that at one point Lake Owasso Home was <br />run by the State, but was turned over to the County. <br />It is currently a County facility, but there may be <br />some State money involved. Thul reported that Lake <br />Owasso, Inc. is hoping to undertake a project to build <br />group homes so that these residents can be as well <br />taken care of in the future as they are now. Thul <br />reported that as the residents at the home age, the <br />care that they require will increase. <br />Morelan asked how many group homes could be built on a <br />site. <br />Thul replied that the law sets a maximum of 4 homes <br />with 6 to 8 beds each. However, that law and similar <br />ones in other states are being challenged. <br />Morelan asked for more details on Lake Owasso, Inc. <br />Thul reported that when the money was returned by the <br />County, a group of parents of residents formed Lake <br />Owasso, Inc. to proceed with the plan for group homes. <br />Thul reported that there are 22 members of Lake Owasso, <br />Inc. Thul did not believe any of the residents of Lake <br />Owasso were from Little Canada, but pointed out that <br />all the residents are from either the north suburban or <br />Twin City area. <br />LaValle believed that the residents came from all over <br />the State. <br />Morelan asked if the residents were physically as well <br />as developmentally handicapped. <br />Page 5 <br />
