MINUTES <br />CITY COUNCIL <br />JUNE 15, 1993 <br />Thul reported that most are both physically and <br />developmentally handicapped and some are severely <br />handicapped. Thul reported that some of the residents <br />were placed in group homes, but could not function in <br />the homes and have come back to Lake Owasso. <br />Morelan asked the purpose of Lake Owasso Residence <br />Volunteer Council. <br />Thul replied that their purpose is to provide for the <br />extra needs of the residents of Lake Owasso, although <br />their charter is not specifically limited to Lake <br />Owasso residents. Such extras are outings for <br />residents, eyeglasses, special dental care, clothing. <br />Morelan asked if the residents had any income. <br />Thul reported that the residents do have a very small <br />income, but it is not adequate to cover all their <br />needs. Thul reported that Lake Owasso Residence <br />Volunteer Council has been in existence for 25 to 30 <br />years, and has been involved in charitable gambling for <br />about five years. The Council has other fund-raisers <br />besides charitable gambling, and those include a summer <br />fest, dance, golf tournament, and direct solicitation. <br />There are 18 members of the Lake Owasso Residence <br />Volunteer Council. The Council has made donations to <br />other causes, such as the DARE Program, the City's park <br />system, the City's l0o capital improvement fund and 30 <br />gambling enforcement fund as well as Lake Owasso <br />residents' needs. <br />Morelan asked if Lake Owasso Council anticipated making <br />additional donations to Lake Owasso, Inc. <br />Strohbeen replied that they did not. <br />Morelan asked what the Lake Owasso Council would do <br />with the funds should they be returned by Lake Owasso, <br />Inc. <br />Thul reported that while they have discussed this <br />possibility, no decision has been made, and it will <br />really depend on the political situation at the time. <br />Thul reported that Lake Owasso Council has two goals, <br />both of which are related to the 64 residents at Lake <br />Owasso Home. If these residents are pushed out, the <br />Council would like to find a place for them. Thul <br />pointed out that the Lake Owasso Council does support <br />Little Canada activities and the Lake Owasso residents <br />attend these activities. <br />Page 6 <br />
