MINUTES <br />CITY COUNCIL <br />JUNE 15, 1993 <br />LaValle reported that on April 22, 1993 Betty <br />Strohbeen, representing Lake Owasso Residence Volunteer <br />Council, made comments that Lake Owasso Council turned <br />over funds to Lake Owasso, Inc. conditioned that a <br />group home project take place in the north suburban <br />area. <br />Thul indicated that this was correct and that this same <br />stipulation of north suburban site was made to Lake <br />Owasso, Inc. as was to Ramsey County. <br />Morelan asked the Gambling Control Board's opinion on <br />the status of these funds. <br />Strohbeen reported that the Gamblinq Control Board is <br />aware of the situation with these funds. Thul reported <br />that Lake Owasso, Inc. is responsible for paying any <br />and all taxes on these funds. If the money is not used <br />for its intended purpose, it is to be returned to Lake <br />Owasso Residence Volunteer Council. <br />Scalze reviewed the June 8th Council resolution <br />establishing the agenda for tonight's special meeting. <br />That agenda is as follows: <br />1. Review premise permit applications; <br />2. Occasion rotation schedule; <br />3. Consideration of application for renewal <br />of bingo hall license - Mover's Warehouse; <br />4. Consideration of application for bingo hall <br />license - Twin City Federal. <br />Morelan asked the reasoning behind the ordinance <br />requirement that a charitable gambling organization <br />operating in the City be a Little Canada organization. <br />Scalze reported that her recollection of that <br />requirement came £rom similar language in ordinances in <br />effect in other cities. Scalze pointed out that it <br />would not be possible for a Little Canada orqanization <br />to operate gambling in either Maplewood or Roseville. <br />Therefore, if Little Canada organizations are precluded <br />from raising funds in other cities, the same provision <br />should be in Little Canada's ordinance to allow Little <br />Canada organizations a means of fund-raising. Scalze <br />reported that at the time the ordinance was adopted, <br />there were two organizations operating at the Little <br />Canada Bingo Aall which were non-local charities. <br />Since they were already operating, these organizations <br />were allowed to continue. These organizations were <br />NSYA and Lake Owasso Residence Volunteer Council. <br />Scalze pointed out that the intent of the rotation <br />schedule which she proposed would be to keep the <br />non-conformity that existed at the time constant and <br />Page 7 <br />
