MINUTES <br />CITY COUNCIL <br />JUNE 23, 1993 <br />GENERAL <br />FUND <br />SURPLUS <br />TRANSFER <br />POLICY <br />letter which involves additional coverage along Rice <br />Street from 7 P.M. until 3 A.M. when incidents have <br />typically been higher and there have been concerns <br />about response times. The Administrator reported that <br />staffing would remain the same, however, one squad <br />would float and be available for the "power shift" <br />option along Rice Street. Administrator reported that <br />when personnel is added for the power shift, it is <br />likely Little Canada will pay a higher percentage of <br />those costs since it will be receiving a higher benefit <br />due to utilization. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-6-198 - APPROVING THE CREATIVE <br />SCHEDULING PROPOSAL OUTLINED BY COMMANDER BERGERON OF <br />THE RAMSEY COUNTY SHERIFF'S DEPARTMENT WHICH USES <br />EXISTING PERSONNEL FOR IMPROVED RESPONSES TO CALLS FOR <br />THE BALANCE OF 1993 AND FOR 1994 <br />The £oregoing resolution was duly seconded by Hanson. <br />Ayes (5) Morelan, Hanson, Scalze, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />The City Administrator reviewed his memo dated June 17, <br />1993 regarding General Fund Surplus Transfer Policy. <br />The Administrator recommended the adoption of such a <br />policy pointing out that the State looks at <br />undesignated fund balances, and the City does not want <br />to leave any dollars as undesignated. The <br />Administrator reported that there will be a surplus of <br />year end 1992 funds, and he recommended that any <br />General Fund surplus from a budget year be applied as <br />follows: <br />*Existing surplus to be applied to unfunded interim <br />construction costs; <br />*Fully fund any unfunded General Fund reserves, i.e. <br />cash flow, contingent upon employee benefits and <br />general contingency designations; <br />*Any remaining surplus be transferred to the General <br />Capital Improvement Fund to provide a source of <br />financing for capital expenditures. <br />The Administrator outlined the benefits that would <br />result from adoption of this policy, and these are <br />outlined in his June 17th memo. <br />Morelan asked if the City's budget included a <br />contingency fund. <br />Page 16 <br />
