MINUTES <br />CITY COUNCIL <br />JUNE 23, 1993 <br />The City Administrator replied that it did not and that <br />the City has been trying to manage its budqet through <br />good fiscal practices. The Administrator also pointed <br />out that cash flow reserves are now fully funded <br />through 1992, but that does not mean those reserves <br />could not slip back to less than 100% funding. The <br />Administrator also pointed out that the City has not <br />been budgeting for capital improvement items, and felt <br />this is something that the City should take advantage <br />of through this policy. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-6-199 - ADOPTING THE GENERAL FUND <br />SURPLUS TRANSFER POLICY AS RECOMMENDED BY THE CITY <br />ADMINISTRATOR IN HIS MEMO DATED JUNE 17, 1993 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Pedersen, Morelan. <br />Nays (O). Resolution declared adopted. <br />The City Administrator reported that the policy will be <br />retroactive to December 31, 1992 and will be built into <br />the Auditor's report. <br />RECESS At this point in the meeting, 9:17 P.M., the Council <br />took a short recess. The meeting was reconvened at <br />9:27 P.M. <br />CAPITOL Council reviewed the Park and Recreation Commission's <br />VIEW POOL position on the use of the Capitol View pool, that <br />being that the Commission was not interested in <br />participating in the cost of bringing the pool up to <br />standard, but would be interested in programming of the <br />pool should it be brought back into use. The Park and <br />Recreation Director indicated that he would keep <br />informed on the status of this matter. <br />FIELD USAGE The City Council noted the information from the Parks <br />POLICY and Recreation Director on field usage. <br />Morelan stated that he was not sure the City Council <br />should be involved in adopting a field usage policy and <br />in micro-management of the Parks and Recreation <br />Department. Morelan felt that this item was best left <br />between the Parks and Recreation Director and the City <br />Administrator should he have any concerns. <br />Scalze agreed, and felt it was the City Administrator's <br />job to review the policy. <br />The City Administrator stated that he presented this <br />Page 17 <br />
