MINUTES <br />CITY COUNCIL <br />JUNE 23, 1993 <br />AMENDMENT TO The Mayor opened the public hearing to consider the <br />PUD amendment to PUD to allow for the expansion of an <br />R& S existing building as well as allow a change in the <br />AUTOMOTIVE current parking plan for the property at 38 Woodlyn <br />Avenue as requested by R& S Automotive. The Mayor <br />pointed out that the Planning Commission has <br />recommended concept approval at this time. <br />The City Planner reported that a couple of years ago <br />R& S Automotive applied for a PUD to allow a certain <br />amount of expansion on their property conditioned that <br />the auto salvage activity was phased out and some other <br />general improvements made. R& S is now asking that <br />the PUD be amended to include some additional building <br />expansion. The Planner reported that it was his <br />feeling that the expansion was acceptable provided that <br />some additional site improvements be required. The <br />Planner noted that on page 32 of the agenda is an <br />illustration of a site plan for the R& S property that <br />would be more in line with the City's requirement to <br />improve the site in conformance with the ordinance. <br />The Planner also pointed out that the applicant is <br />interested in getting sanitary sewer to his buildings, <br />although this is not necessarily a part of the PUD <br />approval. <br />The Planner noted that in order to give final approval <br />of the PUD amendment, the applicant will need to submit <br />site plans showing the full improvement of the site, <br />including parking lot design, curbing, landscaping, <br />etc. <br />Scalze asked about the phasing out of the salvage yard. <br />Louie Rustad, R& S Automotive, reported that the <br />salvage yard has been phased out quite a bit. Rustad <br />also pointed out that it is difficult to get his <br />neighbors to agreed to any improvements on Woodlyn <br />Avenue. It was thought that sanitary sewer would have <br />to be run down Woodlyn Avenize and a pump station <br />installed, however Fuel Economy and Pro Air may not be <br />agreeable to such an improvement. <br />The City Planner pointed out that R& S Automotive, <br />Fuel Economy and Pro Air would all benefit from a <br />sanitary sewer improvement. <br />Rustad indicated that R& S was in favor and would like <br />to connect to sanitary sewer before they experience <br />problems with their septic system. <br />Scalze pointed out that if the sanitary sewer <br />improvement is petitioned for, it would take 3 <br />Page 8 <br />
