Pratt also submitted information on the type of <br />clients Pratt Homes has who are interested in townhome <br />living. <br />Pratt reported that he has submitted his concept plan <br />to the Planning Commission as well as to the homeowners <br />in the area. The Park and Recreation Commission has <br />reviewed the proposal and has recommended a cash park <br />dedication fee. <br />Pratt described the location of the property which is <br />near the intersection of Vadnais Blvd. and Twin Lake <br />Blvd. Pratt reported that he has tried to lay out a <br />development that is environmentally sensitive and <br />serves a certain demographic market. Pratt presented <br />the concept sketch of the 26 townhome units, which is <br />13 2-unit clustered structures. A single point of <br />entry is proposed on Vadnais Blvd. near Twin Lake Blvd. <br />The development would be designed around a townhome <br />association. <br />Pratt reported that in designing the development <br />proposal, he has looked at the existing vegetation. <br />There are significant stands of white pines and <br />hardwood of almost all species on the site. A minimum <br />disturbance is proposed for the vegetation along the <br />shoreline as well as along Vadnais Blvd. and Twin Lake <br />Blvd. <br />Pratt reported that there is a 40-foot wide drainage <br />and water easement connecting Twin Lake and Vadnais <br />Lake that goes with the property and actually divides <br />the Vadnais Heights property from the Little Canada <br />property. Pratt reported that this easement expires <br />next year and he is in the process of working out a new <br />arrangement with the St. Paul Water Works. Pratt felt <br />the area would serve as a natural buffer between the <br />two sites. <br />Pratt was asked about a mowed area on the property <br />along Twin Lake. <br />Pratt explained that that is the location proposed for <br />the one dock that would be a part of the townhome <br />development. The remainder of the lake frontage would <br />be undisturbed. Pratt reported that he is willing to <br />limit the number of slips on the dock to six and has <br />talked about limiting the size of motors to something <br />less than 10 horsepower. Pratt pointed out that the <br />townhome documents would provide an opportunity to be <br />very specific about the use of the dock area. <br />Page 10 <br />
