MINUTES <br />CITY COUNCIL <br />JiJLY 28, 1993 <br />Morelan asked the elevation difference between the <br />water and townhomes. <br />Pratt replied that the back of the townhomes would be <br />at an 880 elevation, and that there are existing homes <br />along the lake at somewhere in the area of an 876 <br />elevation. Pratt reported that there is currently a <br />study going on to determine what the high water <br />elevation should be for the area. Pratt reported that <br />he is trying to maintain at least a 4 foot elevation <br />above the high water mark. <br />Morelan asked the elevation of the lake. <br />Pratt was not sure, but stated that there would be a <br />steep elevation from the townhomes to the lake. <br />Pratt presented aerial photographs of the area which he <br />described for the Council, pointing out the vegetation <br />on the Mitchell property, the approximate location of <br />the townhomes, as well as describing the existing <br />single-family development on the south side of the lake <br />and the manicured lawns that have resulted from some of <br />this development. Pratt pointed out that his <br />development proposal would leave the shoreline <br />undisturbed. <br />Pratt indicated that he understands that a difference <br />of opinion exists about whether the Mitchell property <br />should be developed with townhomes or single-family, <br />and reported that he has looked at both options. Pratt <br />again pointed out that the townhome proposal provides <br />for 13 clustered two-unit structures. In reviewing the <br />zoning ordinance for single-family home development <br />requirements, Pratt put together a proposal for 25 <br />single-family lots on the same property with 11 of <br />these lots along the lakeshore. The lakeshore lots <br />each provided for individual access to the lake. Pratt <br />stated that Pratt Homes does not want to add pressure <br />or usage to the lake any more than it has to. The lake <br />is small and there is no public access, and water <br />quality has been deteriorating. Pratt felt the <br />townhome development proposed was more environmentally <br />sensitive. <br />Pratt reported that concerns have been expressed that <br />once Pratt Homes is gone the homeowners will do what <br />they want anyway. Pratt pointed out that the townhome <br />association documents can be properly constructed to <br />add another level of control for the shoreline and <br />access. These documents can be constructed to require <br />a supermajority to amend items such as these. Approval <br />of the project can be tied to approval of the <br />Page 11 <br />
