MINUTES <br />CITY COUNCIL <br />JUI~Y 28, 1993 <br />Scalze pointed out that the City has a Tree Replacement <br />Ordinance that would have to be conformed with. <br />Pratt replied that the ordinance requirements would be <br />met in either case. <br />Pratt again indicated that the concern has been raised <br />about what will happen once Pratt Homes completes <br />development. Pratt reported that in his experience <br />environmental standards can be imposed in a townhome <br />community that will not exist in a single-family home <br />community. After a year or two single-family <br />homeowners will begin to remove vegetation for better <br />views of the lake and docks and boats will be added. <br />Pratt felt that environmental issues can be mitigated <br />in a townhome development through the controls provided <br />by the townhome association documents. <br />Hanson reported that he and Pedersen have walked the <br />property and met with Mr. Pardee. Hanson reported that <br />Mr. Pardee has a great concern for preservation of the <br />trees and vegetation on the site and does not want to <br />see lawns manicured to the water's edge. <br />Scalze asked about the development of the Mitchell <br />property located in Vadnais Heights. <br />Hanson reported that a 63 single-family home <br />development is being proposed for the Vadnais Heights <br />portion of the site. <br />Scalze asked why townhomes are not being proposed in <br />Vadnais Heights as well. <br />Pratt reported that the size of the Little Canada <br />portion of the site lends itself to townhome <br />development. Also from a land planning and usage <br />standpoint, the Little Canada site is ideally suited <br />for a townhome community. The Vadnais Heights proposal <br />will propose 3 or 4 lots on the lake with the vast <br />majority of the single-family lots not having lake <br />access. <br />Hanson asked how many feet the townhomes would be set <br />back from the current water line. <br />Pratt was not sure, but pointed out that the townhomes <br />would have approximately 25 feet of manicured backyard, <br />with the rest of the vegetation to the lake remaining <br />undisturbed. Pratt reported that the townhome <br />purchasers will be buying for the view and townhome <br />documents can be drawn to protect the existing <br />vegetation. <br />Page 13 <br />
