MINUTES <br />CITY COUNCIL <br />J[JLY 28, 1993 <br />in the area that oppose the rezoning, but did not come <br />to the meeting because they felt the Council would do <br />whatever it wanted on this issue. <br />Morelan asked if there was anyone present in favor of <br />the town home development or had not made up their mind <br />on the issue. There was not. <br />Len Pratt commented that he hoped he had not <br />misrepresented who the town home people were, and did <br />not feel they had a different sense of pride or <br />ownership in their property that a single-family <br />homeowner would have. Pratt reported these owners have <br />the same sense of pride in their property and through <br />their homeowners~ association would ensure that <br />buildings and grounds are well maintained and there <br />would be no public access to the lake. <br />Summer pointed out the higher tax base single-family <br />homes would provide as well as the sense of community <br />the people living along the lake want to maintain. <br />Pedersen asked if there were economic advantages to <br />Pratt Homes to build townhomes. <br />Pratt replied that there was not, and reported that <br />townhomes would provide a choice to the people of <br />Little Canada. <br />LaValle complemented Pratt on his presentation, but <br />indicated that he did not believe townhomes was the <br />right development for this particular piece of <br />property. LaValle also pointed out that the people who <br />bought homes on the south side of the lake did so with <br />the assumption that the north side would be developed <br />as R-1. <br />Morelan felt the townhome concept had some merit, but <br />felt there were more good points for a single-family <br />home development. Morelan pointed out that the <br />property is zoned R-1 and has been for quite some time. <br />The City's Comprehensive Plan indicates the property is <br />R-l, although there is some reference to twin homes as <br />a possibility. Morelan felt that the bottom line is <br />that people on the south bought their homes with the <br />understanding that the north side of the lake was zoned <br />R-1. Morelan felt there needed to be good, solid <br />justification for changing the zoning, and he has not <br />seen this justification. With regard to valuation, <br />Morelan pointed out that while the valuation would be <br />greater for a single-family home development, the <br />demand on City services would increase as well. <br />Page 18 <br />
