MINUTES <br />CITY COUNCIL <br />JULY 28, 1993 <br />Bruce reported that in reviewing the City's sign <br />ordinance, it appears the search lights and inflatable <br />sign are allowed. However, the scrolling sign is not <br />because the Sign Ordinance does not allow signs with <br />moving parts. <br />The Council did not feel it feasible to allow Canadian <br />Days to have a sign that would be prohibited from use <br />by City businesses. Therefore, indicated to Bruce that <br />Canadian Days would have to comply with the conditions <br />of the City's Sign Ordinance, as well as obtain the <br />necessary permits. Although Mayor Hanson indicated <br />that the permit fees may be waived for Canadian Days. <br />PUBLIC In the interest of public safety, Hanson noted the <br />SAFETY water main improvement under construction on Edgerton <br />Street. Hanson also commented that the first lift of <br />blacktop has been installed on Vanderbie Road and Allen <br />Avenue. <br />WATER The City Administrator reported that he is finalizing <br />RATES correspondence to the Board of Water Commissioners on <br />the issue of water rates. <br />VANDERBIE/ The City Administrator reported that driveway <br />ALLEN restoration is occuring as part of the Vanderbie/ <br />PROJECT Allen project. The contractor is doing a like-kind <br />replacement, that is if blacktop had been in place, <br />that is what is being replaced. In those instances <br />where blacktop is being replaced with concrete, those <br />particular homeowners have made arrangements with the <br />contractor for this replacement and are paying the <br />increased cost of the replacement. <br />RECREATION The City Administrator pointed out that staff has <br />FEE prepared a comparison of the City's recreation program <br />fees with surrounding cities. Staff felt that this <br />comparison would be useful to the Council in addressing <br />the issue of the $1.50 administration fee which is <br />added to program fees. The Administration cautioned, <br />however, that the fee comparison schedule may not be an <br />apples-to-apples comparison in all instances due to the <br />varying factors of each program. <br />Morelan felt the comparison was interesting, but did <br />not feel it was compelling information in deciding <br />whether or not to abolish the $1.50 administration fee. <br />Morelan pointed out, however, that for the most part it <br />appears the City's fees are higher than those of <br />Page 24 <br />
