MINUTES <br />CITY COUNCIL <br />AUGUST 11, 1993 <br />ST. JOHN'S RESOLUTION NO. 93-8-245 - APPROVING THE EXEMPTION FROM <br />CFIURCI3 LAWFUL GAMBLING LICENSE FOR ST. JOHN'S CHURCH FALL <br />F~I,L FESTIVAL TO BE HELD SUNDAY, SEPTEMBER 26, 1993 AND <br />FESTIVAL WAIVING THE CITY'S 60-DAY REVIEW PERIOD, AND APPROVING <br />THE TEMPORARY LIQUOR LICENSE FOR ST. JOHN'S CHURCH FALL <br />FESTIVAL SUBJECT TO SUBMISSION OF SATISFACTORY PROOF OF <br />LIQUOR LIABILITY INSURANCE AND WAIVING THE LIQUOR <br />LICENSE FEE <br />The £oregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />CDBG Mr. LaValle introduced the following resolution and <br />AUDIT moved its adoption: <br />RESOLUTION NO. 93-8-246 - APPROVING THE AUDIT PROPOSAL <br />SUBMITTED BY THE CITY AUDITOR FOR AUDIT OF COMMUNITY <br />DEVELOPMENT BLOCK GRANT AND AUTHORIZING THE MAYOR TO <br />EXECUTE THE AGREEMENT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Scalze. <br />ayes (5) LaValle, Scalze, Pedersen, Morelan, Hanson. <br />Nays (0). Resolution declared adopted. <br />STORM Mr. LaValle introduced the following resolution and <br />SEWER moved its adoption: <br />IMPROVEMF..NT <br />AGREII~NT RESOLUTION NO. 93-8-247 - APPROVING THE STORM SEWER <br />WITH LEE IMPROVEMENT AGREEMENT BETWEEN THE CITY OF LITTLE <br />ROSSOW CANADA AND LEE ROSSOW AND AUTHORIZING THE MAYOR AND <br />CITY ADMINISTRATOR TO EXECUTE THE AGREEMENT ON BEHALF <br />OF THE CITY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Pedersen, Hanson, Morelan. <br />Nays (0). Resolution declared adopted. <br />CITY The City Administrator reviewed his memo dated <br />CENTER August lith outlining options for use of the City <br />USE Center. Three option have been identified. The first <br />is to allow the use of the City Center to anyone <br />requesting such use. Factors to be considered include <br />control, establishment of a fee schedule, competition <br />with private business, wear and tear on the facility, <br />and additional janitorial services. The positive of <br />this option would be that the building would be allowed <br />to be used by the public. The next option reviewed <br />would be to not allow the use of the City Center. The <br />negative of this option is the denial of access to the <br />Page 4 <br />
