MINU`PES <br />CITY COUNCIL <br />AUGUST 11, 1993 <br />public. The final option presented would be limited <br />access to adult-based groups with a civic purpose and <br />community benefit. Access would not be allowed by <br />groups created for private benefit or gain, or groups <br />which are merely "social" in nature. Examples of <br />approved groups would be the Little Canada Recreation <br />Association, Mayor's Commission Against Drugs, suburban <br />Area Chamber of Commerce, Canadian Days Committee, and <br />other groups of which the City is a member and/or may <br />be hosting a meeting. <br />The Administrator explained that any group not included <br />in the list of "approved" groups would have to make <br />written request for use of the City Center to City <br />staff. Should staff deny the request because the group <br />has not met the parameters established, the group could <br />appeal this decision to the City Council. <br />The Administrator suggested that access also be allowed <br />to political groups for town meetings or candidates' <br />debates sponsored by the City or League of Women <br />Voters. Cable TV coverage would be available for this <br />use. Use of the City Center by individual political <br />candidates representing the Little Canada area would be <br />allowed for meetings at a$100 charge with no Cable TV <br />coverage provided. <br />The Administrator suggested that elected officials, <br />except during campaign seasons, would be allowed use of <br />the Council room for town meetings where the purpose is <br />to inform the public. No charge would be imposed for <br />this use. <br />Finally, the Administrator suggested that groups now <br />using the building who wouldn't be allowed to under the <br />new policy, would be offered the use of the lower level <br />of the old fire station, once adequate security is in <br />place. Until that time, they would be allowed use of <br />the City Center in the same manner as in the past. <br />The Administrator reported that the bridge club has <br />found a home at The Mayfield complex through the <br />generousity of Presbyterian Homes. Johanna Meath feels <br />that this alternative to the use of the City Center is <br />very acceptable. <br />The Administrator pointed out that the agenda packet <br />also includes a survey of how surrounding cities use <br />their space, and suggested that the proposal before the <br />Council is in line with what most other cities with <br />similar space are doing. <br />LaValle pointed out that these options have just been <br />Page 5 <br />
