MINUTES <br />CITY WUNCIL <br />AUGUST 11, 1993 <br />The City Administrator indicated that the property <br />owners had indicated that they would demolish the <br />structure themselves, however, have decided not to <br />pursue it. <br />Pedersen asked how the demolition would be paid for. <br />The City Administrator reported that the City will pay <br />the cost of demolition and then place a lien on the <br />property for this cost. <br />LaValle asked if the structure could be used as a drill <br />by the Fire Department. <br />The City Administrator reported that PCA permits would <br />be required to burn the structure, and there are notice <br />requirements to all properties within 600 feet. The <br />Administrator also reported that the contractor will <br />have 30 days from the award of bid to complete the <br />demolition, and the demolition must be completed within <br />14 days once the work has started. <br />Pedersen asked where the money would come from to pay <br />for the demolition. <br />The Administrator replied that it would come from a <br />Capital Projects Fund. <br />Pedersen expressed concern that the City would be <br />paying for the demolition with little chance for <br />recovery of the money. <br />The City Attorney pointed out that the City is getting <br />a structure removed which has been determined to be a <br />public health and safety hazard. <br />The City Administrator pointed out that there is the <br />possibility that the property would be purchased and <br />combined with an adjoining property in the future. The <br />lien on the property may then be satisfied. The <br />Administrator informed the Council that the amount the <br />City will lien against the property will include <br />demolition costs, attorney's costs, and administrative <br />costs. The Administrator again pointed out that the <br />City is eliminating a hazardous situation. <br />Morelan asked if an adjacent property owner could <br />purchase the property, combine lots and add on to an <br />existing structure. <br />The City Administrator indicated that if the exsiting <br />structure is non-conforming, it could not be added on <br />to. <br />Page 7 <br />
