MINU'PES <br />CITY COUNCIL <br />AUGUST 25, 1993 <br />Hanson stated that he had concern with the width of the <br />green area on the south as relates to snow removal. <br />Hanson did not believe 5 feet was a lot of room for <br />snow storage. Hanson pointed out that Gene DeLonais, <br />the adjacent property owner, has requested that the <br />fence remain two feet from his property line, thus <br />leaving 3 feet for snow storage. <br />The City Planner felt it would be possible to plow so <br />that snow storage in that area would not be a problem. <br />Morelan pointed out that The Market Place has stored <br />snow in piles in their parking lot in the past, <br />although he was not sure this was the best solution to <br />the problem. <br />LaValle replied that many commercial businesses store <br />snow in their parking lots. <br />Pedersen asked about shifting over the driveway a few <br />more feet. <br />Chazin indicated that he would like to see the drive as <br />far to the south as possible so that as much additional <br />parking as possible can be provided for Rainbow Foods. <br />DeLonais stated that he would like to see 5 feet from <br />the fence for snow removal purposes. DeLonais reported <br />that the fence along his property line is leaning into <br />his property and there are supports to hold the fence <br />up which are on his property. The fence itself is <br />located approximately 2 feet from the property line. <br />DeLonais stated that he would like to see the fence <br />improved, 5 feet of property between the fence and <br />driveway, and curbing along the driveway to keep <br />run-off from The Market Place property from flowing <br />into his property, which is lower. DeLonais indicated <br />that the fence needs to be rebuilt. DeLonais also <br />indicated that he would like to take down some trees on <br />his property, but if he does the fence will fall in <br />since the trees are holding it up. DeLonais indicated <br />that his biggest concern is the safety of the access <br />from Rice Street and felt that a safety engineer from <br />the Highway Department should review the access and the <br />deceleration lane. DeLonais did not believe the plan <br />provided a good circulation pattern for the parking <br />lot. DeLonais suggested that it would be beneficial to <br />remove the green area on the south side of Rainbow <br />Foods and provide additional customer parking in this <br />location. <br />The City Planner indicated that MN DOT must approve any <br />work on their right-of-way, as well as curb cuts.
