MINOTES <br />CITY COUNCIL <br />AUGUST 25, 1993 <br />DOT will want to know how the City feels about the <br />proposed access changes. <br />Pedersen suggested that the access remain where it is <br />and that additional parking be added on the Burger King <br />property. <br />Chazin pointed out that this would require customers to <br />cross the 30-foot driveway area. Chazin felt it safer <br />for customers to not have to cross the drive, and <br />indicated that Rainbow would like the parking as close <br />to the building as possible. Chazin pointed out that <br />Twin City Federal is trying to retain Rainbow at the <br />site, otherwise the shopping center would die. <br />Morelan asked if the plan had been reviewed by MN DOT. <br />Chazin replied that he has not submitted the plan to MN <br />DOT. Burger King still has a 2 1/2 year lease for the <br />property, and negotiations are going on for removal of <br />the building. If those negotiations are successful, <br />then formal plans would be drawn and submitted to MN <br />DOT. Chazin also reported that he would prefer a five <br />foot strip along the south side of the property line as <br />required by Code, and would like to place the fence <br />over as far as possible. <br />DeLonais pointed out that there is a two foot drop from <br />The Market Place property to his. <br />Chazin again felt it important to limit the distance of <br />the roadway to the property line to five feet. <br />DeLonais stated that he would be agreeable to a total <br />of 5 feet, with the fence located 2 feet from the <br />property line if snow was not stored up against the <br />fence which would cause it to deteriorate. DeLonais <br />pointed out that these were the original conditions of <br />approval back in 1974 or 1975. <br />Morelan indicated that he has no problem with the <br />project, but in this case would like to see a landscape <br />and drainage plan before the Council acts on the <br />request. <br />Chazin requested that approval be given contingent upon <br />submission of a satisfactory landscape and drainage <br />plan so that he would not have to come back before the <br />Council. Chazin reported that Team Properties would <br />comply with whatever the City required, and that they, <br />too, had a concern with safety and landscaping. <br />Morelan indicated that he could understand Chazin's <br />Page 12 <br />
