MINUPES <br />CITY COUNCIL <br />AUGUST 25, 1993 <br />desire not to be delayed, but would like the public to <br />have an opportunity to review the landscaping plan, and <br />the logical place for that review is at a public <br />hearing. <br />Chazin pointed out that this is a public hearing, and <br />there is only one person present, and he has voiced his <br />opinion. Chazin indicated that he was willing to work <br />with Mr. DeLonais. <br />Morelan pointed out that the City has the opportunity <br />to be more restrictive than Code on Conditional Use <br />Permits, and felt the Council should review the plan <br />prior to taking action. <br />LaValle pointed out that the City has before it a <br />business that is trying to survive. Mr. DeLonais, the <br />most affected neighbor, is present, and the Planning <br />Commission has recommended approval of the proposal. <br />DeLOnais indicated that he did not feel it was <br />necessary to continue the public hearing pending <br />submission of detailed plans, but asked that he be kept <br />informed on the project. <br />Morelan indicated that he did not like being put in the <br />position of acting on an application when all the <br />information is not present. <br />Chazin indicated that if he had known that a five foot <br />landscaped buffer was required on the south property <br />line, he would have shown that on the plan. Chazin <br />indicated that he will submit a more detailed landscape <br />and drainage plan. <br />Scalze felt that staff should inform applicants in the <br />future of the need to submit detailed plans. <br />There was no one else from the general public present <br />wishing to comment on this matter. <br />Upon motion by LaValle, seconded by Scalze, the public <br />hearing was closed. <br />The City Administrator pointed out that TCF is in <br />discussions with Burger King for removal of the Burger <br />King building. The Administrator asked that any <br />approval be conditioned that the Burger King sign be <br />removed as well. <br />Chazin pointed out that the Burger King property is a <br />separate parcel. Also, it might be the desire of The <br />Market Place to retain the Burger Kinq sign as a second <br />Page 13 <br />
