MINOTES <br />CITY COUNCIL <br />AUGUST 25, 1993 <br />Scalze pointed out that there is no screening plan for <br />the site and asked about the type of screening <br />proposed. <br />LaValle reported that he was at the Planning Commission <br />meeting when this was discussed, and the issue of <br />screening was brouqht up. It was pointed out that the <br />Fleur Royal Condominium building is built so close to <br />the property line, that any screening that might be <br />done would block people's decks and patios. <br />Morelan pointed out that it would depend on where the <br />screening went which would not necessarily have to be <br />on the property line. <br />Gene DeLonais, Planning Commission Chairman, reported <br />that it was indicated at the Planning Commission <br />meeting that some of the residents of Fleur Royal like <br />to watch the volleyball games from their decks and <br />patios. The biggest concern that was raised had to do <br />with noise. <br />Scalze reported that the City's liquor ordinance runs <br />with the premises, therefore, consumption and sale of <br />liquor is not prohibited anywhere on the property. <br />Scalze reported that she has observed people drinking <br />in their cars in the parking lot of Gordies, which is <br />right next to Fleur Royal. Scalze reported that the <br />Village Inn complex in White Bear Lake restricts <br />outdoor alcohol consumption to a fenced in area <br />adjacent to their athletic complex. Scalze felt if the <br />City were looking at an outdoor recreational complex <br />where alcohol is being served, the City must also look <br />at control issues. Scalze reported that from her <br />observation of the premises, it appears anything qoes. <br />LaValle asked about sheriff's calls at Gordies. <br />The Council was informed that there have been 8 calls <br />at Gordies during 1993, and the Sheriff's Department <br />did not feel any of them were related to volleyball. <br />Scalze reported that the City amended the ordinance a <br />few years ago requiring a CUP for outdoor recreation. <br />This was done in relation to a billiard hall in the <br />City. Scalze pointed out that the ordinance amendment <br />was not considered from the standpoint of the Gordies <br />request. Scalze also pointed out that Hoggsbreath will <br />be coming in with a similar request to Gordies, and <br />that both of these businesses are adjacent to <br />residential areas. Scalze felt that any approval of <br />Gordies request should be contingent upon the City's <br />further review and possible amendment of its Liquor <br />Page 5 <br />
