MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 1993 <br />two groups currently using City Hall a spot at the <br />lower level of the old fire station. Morelan believed <br />that a policy for the use of that facility should be <br />developed first. Morelan felt the City Administrator <br />should draft an actual policy for review by the <br />Council. If adopted that policy would become effective <br />January 1, 1994. Morelan felt the two groups using the <br />City Center should be given until January lst to find <br />another facility. <br />Pedersen asked the status of the old fire station <br />committee. <br />The City Administrator reported that the committee met <br />in mid-July and had hoped to meet again in mid-August. <br />However, the group is waiting for some information <br />before meeting again, and it may be early to <br />mid-October before that information is available. <br />Pedersen questioned allowinq current users of the City <br />Center to continue using the facility until the old <br />fire station is available, since the City is not sure <br />how long it will be until the old fire station is ready <br />for public use. <br />Morelan recommended that the policy for use of the City <br />Center spell out that use is limited to non-profit <br />organizations. Morelan also felt that if a non-profit <br />group using the City Center has the building open to <br />the public, there should be a City staff inember present <br />to monitor the use and open and close the building. If <br />there is a cost involved with this, the group would be <br />responsible for that cost. Morelan also suggested that <br />if there are non-profit groups using the facility on a <br />routine basis, and the meeting is not open to the <br />public, it should be the City Administrator's <br />discretion as to whether to issue the group a key for <br />the building. Also the policy should mention that the <br />privilege of using the building would be lost if the <br />building is not used in the proper fashion. <br />Council instructed the City Administrator to put a <br />formal draft policy together for consideration by the <br />Council at their next meeting. <br />CITY It was the consensus of the Council to schedule the <br />ADMINISTRATOR City Administrator's annual review on Wednesday, <br />REVIEW October 13, 1993 at 6 P.M. <br />Morelan encouraged anyone with comments pro or con to <br />contact him prior to the workshop. <br />Page 4 <br />
