MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 1993 <br />L~ND USE The City Administrator reviewed the memo dated <br />APPLICATION September 3, 1993 regarding revisions to the City's <br />PROCEDURES land use application procedures. The Administrator <br />pointed out that some concern has been expressed by <br />both the Planning Commission and City Council about <br />incomplete application packages, and the revised <br />procedure should ensure a more complete application <br />package. <br />The Administrator also pointed out that another major <br />change being proposed is to change the Park & <br />Recreation Commission's meeting date from the third <br />Thursday of each month to the first Thursday. This <br />would allow the comments by the Commission to fit <br />better into the review cycle. <br />The Administrator reported that staff will also be <br />reviewing the City's procedure check list to ensure <br />that it is complete and another check list will be <br />developed and attached to development files to ensure <br />that applications are processed completely and <br />conditions of approval met. <br />Pedersen stated that the City wants to facilitate <br />development, but the development process does not <br />happen over-night. Processing development proposals <br />without complete information can result in mistakes <br />being made, and the City must ensure that it has all <br />the information necessary. If that process takes a <br />month, then that is the way it should be. <br />Morelan felt that the new procedures would be of more <br />benefit to the Planning Commission than the City <br />Council, and should get information out to the Planning <br />Commission in a more timely manner. Morelan pointed <br />out that the process is longer for a developer, <br />however, gives the City the time it needs. In unique <br />instances, the City would still have the flexibility to <br />bend if it has to. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-9-278 - ADOPTING THE REVISIONS TO <br />LAND USE APPLICATION PROCEDURES AS RECONIMENDED BY CITY <br />STAFF IN THEIR MEMO DATED SEPTEMBER 3, 1993 SUBJECT TO <br />REVIEW AND APPROVAL OF THE PLANNING COMMISSION AND PARK <br />& RECREATION COMMISSION <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) LaValle, Pedersen, Morelan, Hanson. <br />Nays (O).
