MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1993 <br />Collyard reported that he has now contacted which would <br />fill in the retail between the anchor tenants. A <br />diversity of businesses is needed for consumer appeal <br />and financial security. <br />Collyard reported that there may be the need to address <br />the parking situation creatively with the City, and <br />there may be the need to shrink the retail space. <br />Collyard also commented that the south project would <br />carry the weight of the TIF District. The north <br />project would be part of the relocation. However, the <br />£ull cooperation of the entire District is needed. <br />Collyard viewed the District as a redevelopment area <br />which would include a hotel, restaurant, senior <br />cottages with rents in the $385 to $485 range. <br />Collyard reported that their plan is to sit down with <br />people on the north end of the project and explain the <br />acquisition and relocation details to them. Collyard <br />assure the Council that they are aware of the buffers <br />and setbacks needed and will address those as part of <br />the environmental and commercial impact. <br />Collyard reported that they are working on the <br />financing underwriting for the project and are dealing <br />with an international pool. One local bank has <br />expressed interest in the project, and Collyard would <br />entertain a relationship with the other local bank. <br />Collyard pointed out that the project requires <br />community effort and will result in community benefit. <br />Collyard referred to the reports of the possibility of <br />a casino as part of the area, and felt that this would <br />be the frosting on the cake, and an added boost to the <br />City as far as revenue. A casino would also bring a <br />lot of attention to the retailers in the area. if a <br />casino were to become part of the project, this would <br />be discussed in detail with the City Council and the <br />community. Collyard felt it would be a major boon to <br />the project. <br />Scalze questioned if there would be enough parking for <br />a casino if there isn't enough for a grocery store. <br />Collyard replied that a multi-level parking arrangement <br />could be considered if that is what is needed. Also <br />the parking squeeze on the south could be addressed by <br />scaling down the retail portion of the project. <br />Currently it appears that parking would be about 100 <br />spaces short. <br />Vitale reported that efforts are being concentrated on <br />Page 14 <br />
