MINUTES
CITY COUNCIL
SEPTEMBER 22, 1993
ordinance does prohibit the consumption of alcohol in
City parks without a permit.
Pedersen stated that it seemed that the liquor
ordinance should restrict the area on the property of
an on-sale liquor establishment where liquor could be
sold and consumed.
LaValle pointed out that the Sheriff's Department has
not had a problem with this issue.
Joe Vitale pointed out that the Venetian Inn and
Gordies have had outdoor sales and consumption, and
there have been no complaints about these activities.
Morelan felt a concern was people bringing alcohol to
these outdoor activities.
Vitale pointed out that the bar owners police this
themselves since their business is selling alcohol.
Scalze was concerned that if outdoor sales and
consumption occur in an unsecured area it was easy for
someone to bring in their own alcohol. Scalze pointed
out that other cities place restrictions on outdoor
sales and consumption, and felt that the City should
require outdoor areas to be secured and localized.
Vitale pointed out that if there are problems at a
liquor establishment because of outdoor sales and
consumption, the City has the option not to renew the
liquor license.
Scalze pointed out that Gordies outdoor sales and
consumption can occur up to 4 nights per week, and
Hoggsbreath is interested in outdoor volleyball and
outdoor sales and consumption. Scalze pointed out that
every other city places some restrictions on these
types of activities, and felt that these outdoor sales
and consumption areas need to be secured. Scalze
reported that at Gordies she saw people sitting in
their cars adjacent to the Fluer Royal property line
drinking. Scalze pointed out that there could be
people at either the Venetian, Gordies, or Hoggsbreath
drinking right at the curb.
Pedersen stated that he did not see a problem with an
occasional outdoor event at the on-sale liquor
establishments, but felt that regulations were needed
for day-to-day outdoor sales and consumption.
Vitale stated that if outdoor sales and consumption
were a normal business practice at the Venetian Inn, he
Page 22
