MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1993 <br />Scalze felt the program structure should be formalized <br />in memo form. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-9-310 - TABLING ACTION ON HIRING A <br />FIRE INSPECTOR UNTIL THE NEXT REGULAR COUNCIL MEETING <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />FRANRLIN The City Administrator submitted for Council approval <br />DRYWALL an agreement between the City and Franklin Drywall <br />AGREEMEri'P outlining the basis for determining the purchase price <br />for the Franklin Drywall property should redevelopment <br />of the site occur. The Administrator reported that Mr. <br />Franklin is out-of-town and has not had an opportunity <br />to review the agreement. The Administrator also <br />explained that Council direction had called for the <br />City and property owner to each obtain an appraisal for <br />the property with the average of the two appraisals <br />used for determining property value. However, the City <br />Attorney's office is recommending against this <br />approach. It was the City Attorney's recommendation <br />that the price be determined by one of three options, <br />voluntary negotiation, hiring one appraiser who is <br />mutually agreeable to the two parties, or eminent <br />domain. <br />Scalze stated that she recalled that the City's <br />direction was that Mr. Franklin not improve the <br />property in any way as to add value to it since this <br />would affect redevelopment of the site. <br />Pedersen pointed out that routine maintenance of the <br />property would be necessary. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-9-311 - APPROVING THE FRANKLIN <br />DRYWALL AGREEMENT AS SUBMITTED BY THE CITY <br />ADMINISTRATOR AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE ON BEHALF OF THE CITY <br />The forgoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Hanson, Scalze, Pedersen. <br />Nays (0).
