MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />Therefore, the City Administrator's estimate of 3 hours <br />per inspection might be high. <br />It was noted that the 240 hours did not include reports <br />and follow-up letters. <br />The City Administrator reported that in the past fire <br />inspections have occurred on a more re-active basis <br />than pro-active. The new program also involves more <br />identification of fire hazards and is more <br />comprehensive than previous inspections. <br />Morelan felt that the $8,400 may be too high, however, <br />it was the consensus of the Council to not adjust that <br />amount at than time due to the in-depth fire inspection <br />program report that will be made at the next Council <br />meeting. <br />Council reviewed the Protective Inspection section of <br />the budget with the Administrator noting that the only <br />adjustment that was made was the potential for a 5% <br />salary adjustment. Salary issues will be discussed at <br />a future workshop meeting. <br />Council then reviewed Civil Defense budget and it was <br />noted that there may be some costs in this area for the <br />City's participation in replacement of a siren pole for <br />a siren serving both Little Canada and Vadnais Heights. <br />Morelan asked about the salary for the Civil Defense <br />Director and the amount of time that the Director <br />spends in his position. The City Administrator <br />suggested that he discuss this with the Director and <br />report to the Council at a future workshop meeting. <br />The Council next reviewed the Animal Control budget. <br />Morelan commented that Animal Control costs appear to <br />be high. The City Administrator reported that the City <br />contracts with Animal Control & Management Services for <br />preventative control and emergency response. The <br />Administrator reported that the City, along with the <br />other contracting cities, have done a lot of research <br />into alternative animal control options, and at this <br />time Animal Control & Management appears to be the best <br />option. The Administrator reported that he does have a <br />proposal from another firm for animal control services, <br />however, the cost appears to be close to what is being <br />paid now. <br />Pedersen asked if animal control costs are recouped. <br />The City Administrator replied that there are some fees <br />charged to users, but they are minimal. <br />Page 12 <br />
