Until <br />the track record is established there will be some <br />programs that are winners and others which are losers. <br />The Administrator commented, however, that he <br />appreciated the concern about specific programs paying <br />too much or too little. The Administrator reported <br />that the Director has the records to put together the <br />detail that the Council wants regarding specific <br />revenue and expenses for each program. <br />Scalze felt that based on the information the Council <br />has before it, registration fees for quite a few <br />programs need to be decreased since these programs are <br />operating at break-even without the LCRA subsidy. <br />Morelan felt it was dangerous to lower the fees at this <br />point since the City does not have a track record <br />established. <br />Scalze stated that as an LCRA member she assumed that <br />the LCRA subsidy of $10 per registrant was distributed <br />in that way, and not that some registrants were <br />subsidized at a greater amount and others received no <br />subsidy. <br />The Director again stated that until a track record is <br />established, he was not prepared to make changes in <br />registration fees today. <br />Scalze pointed out that the LCRA made a motion to <br />subsidize each registrant at S10 per program, and that <br />subsidy should not be more for some and less for <br />others. Scalze asked for a spreadsheet showing how the <br />subsidy is applied to each program. <br />The Director replied that this information would be <br />provided but noted that expenses and revenues will not <br />match on a given year due to the fluctuation of <br />expenses. <br />Pedersen again commented that the Council needed to be <br />concerned about the bottom line. <br />Scalze again pointed out the LCRA directive to <br />subsidize each registrant at $10 per program. Scalze <br />felt that some adjustments in registration fees were <br />needed. <br />The Director reported that he has already made some <br />adjustment in registration fees during 1993, and will <br />definitely make some more during 1994.
