MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />pointed out that that budget was merely an estimate, <br />and pointed out that the budget was put together <br />without complete information for 1993. <br />The City Administrator suggested that the staff prepare <br />a more detailed report for the Council, one that is <br />more fine-tuned to each program. <br />Morelan pointed out that the individual line items for <br />both expenditures and revenues were guesstimates, and <br />that the Council needed to be concerned with the bottom <br />line. Pedersen agreed. <br />Scalze stated that the LCRA mission is to provide a$10 <br />subsidy for each child for each program. <br />Pedersen pointed out that this was an extraneous issue <br />and that this was a budget meeting and the Council <br />needed to be concerned with the budget itself. <br />Scalze pointed out that she is asking the question of <br />how the subsidy works within the program. <br />The Director pointed out that the accounting system <br />being used this year is a new one and pointed out that <br />1994 figures are based on 1993 plus a 4% increase. <br />Staff indicated that they will provide a more detailed <br />spreadsheet analysis of program expenses and revenues <br />as well as LCRA subsidy amounts. <br />With regard to senior programs, LaValle noted that at <br />the last budget worJcshop meeting he suggested that <br />$1,000 be budgeted to offset any increased costs for <br />senior programs. <br />Council reviewed the Community Service portion of the <br />budget. The City Administrator noted that he has <br />included the entire request of the Youth Services <br />Bureau in the budget while in the past the Council has <br />funded part of the budget with the commitment to fund <br />the balance based on the condition of the budget at the <br />end of the year. The Administrator also noted that he <br />included the $1,000 mentioned by Mr. LaValle for senior <br />programs in this category of the budget. The <br />Administrator noted that he has included in the budget <br />the requests of the Family Violence Network and <br />Roseville Area Senior Program in this category as well, <br />and that he would schedule short presentations by these <br />two groups to the Council at an upcoming meeting. <br />Inclusion of these items at this point does not mean <br />the City must fund the requests. <br />Page 19 <br />
