MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />Scalze noted that with regard to the Roseville Senior <br />Program, there are 62o people involved in the <br />blockworker outreach program, of which only 60 live in <br />Little Canada. Based on this fact, Scalze believed <br />that the City was responsible for only l0% of program <br />costs. Scalze pointed out that Little Canada has <br />one-third of the population base covered by the <br />program, and that Little Canada was being <br />under-serviced. <br />Morelan asked if the $1,000 budgeted for Senior <br />Citizen-Other should be used for writing down program <br />costs noting that this is contrary to the City's policy <br />established for other programs. Morelan pointed out <br />that the City has taken the position that programs <br />should be self-sustaininq, and also noted that he had <br />argued against this position. Morelan also recalled <br />that in comparing the City's senior program costs to <br />those of other cities, the costs were not out-of-line <br />with what are being charged in other cities. <br />The Director agreed that program costs were in line <br />with other cities, and noted that this year he <br />initiated a non-resident fee for senior programs which <br />allowed resident fees to be decreased. <br />Morelan stated that he was in favor of eliminating the <br />$1,000 under Senior Citizen-Other. <br />Scalze suggested that rather than eliminate it, the <br />$1,000 should be put toward the cost of hiring a senior <br />coordinator. <br />The Director reported that this issue has been <br />discussed and he had suggested that a decision on this <br />issue be postponed until the senior study is complete. <br />However, the Director felt that a senior coordinator <br />could fit into the picture some time during 1994. <br />It was the consensus of the Council to leave the $1,000 <br />in the Senior Citizen-Other category, and leave the <br />funds undesignated at this point. <br />Council reviewed the Shade Tree portion of the budget. <br />Council reviewed the Canadian Days budget, and Morelan <br />asked the reason for the additional $1,000 budgeted <br />under this category. <br />The City Administrator reported that Canadian Days is <br />requesting funding for a paid coordinator. It is <br />obvious that there is the need for on-going <br />coordination between the Canadian Days Committee and <br />Page 20 <br />
